New Portugal Brexit Portal by SEF.

SEF and the British Embassy launch joint new Brexit initiative for British nationals resident in Portugal.

The Border and Immigration Service (SEF) and the British Embassy in Lisbon, has launched the second phase of a joint campaign to inform UK nationals living in Portugal, about the procedure to exchange their current residence document, for a new permit that confirms their status as residents under the Withdrawal Agreement.

The exchange of the current document (either an EU Registration Certificate issued by the Town Hall, or an EU Permanent Residence Certificate issued by SEF) can be done on the new Brexit Portal.

Here is the link to the new portal : (brexit.sef.pt/en), which allows UK nationals to start the process online.

The new card will be issued from 1 January 2021, when UK nationals will no longer fall under EU requirements.

The new card will prove that they are covered by the provisions of the Withdrawal Agreement between the EU and the UK, and that their rights are protected after the end of the transition period.

After registering online on the new Portal, UK nationals will be able to download a digital certificate with a QR code that can be used when travelling as proof of residence in Portugal. Please be aware that if you are creating a new account that your password needs to include upper and lower case letters, numbers and special characters.

From 1 January 2021 onwards, SEF will contact UK nationals registered on the Portal, to schedule an appointment at one of the 38 selected town halls in Portugal, where they can provide their biometric data to be included in the new card.

UK nationals can also use the dedicated telephone and e-mail address, to send enquiries connected with the United Kingdom’s exit from the European Union, including the process of exchanging documents.

Current EU residence documents will continue to be accepted in Portugal and at the external border after 31 December 2020 and until the new card is issued.

British Ambassador, Chris Sainty, welcomed this development: “We are very grateful to the Portuguese authorities who have worked so hard to get this Portal ready before the end of the transition period. I have no doubt this will be welcomed by the British community in Portugal.

“It is an important step that will reassure British residents of their rights under the Withdrawal Agreement. I am also very pleased that the British Embassy and SEF have been able to work so well together. This collaboration is really helping to ensure that UK nationals in Portugal have the information they need as the transition period comes to an end.”

The interim National Director of SEF, José Barão, highlighted the excellent collaboration between the institutions in delivering an outstanding public service: “SEF’s work in this Brexit Portal is part of our services’ digital transformation strategy. We were among the first European Union countries to make available a portal that allows the exchange of residence permits under the Withdrawal Agreement. The fulfilment of the Portuguese State’s commitments is fundamental to SEF, as well as the tranquillity of the British community and their families, who live in national territory. We thank the permanent availability and intense collaboration from the British Embassy in this joint endeavour.”

International Organization for Migration (IOM)

The new normal: Tax, Real Estate and Air Bridges.

Hello Good morning my Friends,

As we dive into peak season, the unprecedented situation is all but satisfactory.

Due to the heavy exposition to Turism, the Algarve Region is heading to unknown chart territory. With this comes, as any other crisis, the bad and the good.

As a Property owner, its part of my thinking that heavy tax is on the way to colateral all this fresh printed fiat money. As so, the Real Estate, by its nature of resilience to maintain value on the long term ( because the tax farm must by always on, so that the Real Estate crop must be well irrigated to be collected by governments later on). The key point here is balance.

To have a good strategy that can be profitable above tax confiscation , we need to be aware of the market and is strengths.

The Algarve still is one of the best places to put your money to work on Real Estate. For more then 70 years, it worked well since we can keep results above tax.

With that in mind, i know and have access to other partners that are on the market as motivated sellers or cash buyers.

This period is of great opportunity to find good deals that will boost your portfolio and will drive results in the next 5 to 7 years.

With that in mind, i do understand some of the UK strategy about the keeping Portugal out of the Air bridge corridors. Due to peak season and after an heavy lockdown, i view this point as a temporary and to protect the Community of residents here and in the UK.

After the review on the 27th, i expect that some normality returns to the Region and that the UK Community can travel in and out without any restrictions.

This is also a pre-test to see how the situation evolves and how will the Region will be considered in 2021. There are some evidence that it could have a special tax and political status as Madeira and Azores, but nothing confirmed. If that happens, for sure you would like to invest on the Region and have a gateway to EU and other benefits.

Until then, we must be patient and strong to keep this desert cross to an happy ending.

How will Brexit affect British property owners living in Portugal?

What will the effects of Brexit be for UK homeowners in Portugal?

What do you need to know to secure residence benefits, currency flexibility and avoid higher taxation on UK assets and pensions when Brexit takes full effect?
At last we have some clarity around Brexit. While we still don’t know what the UK’s new relationship with the EU will look like next year, the transition period provides some certainty until December 31, 2020. 

If you are living in Portugal, what might change in 2021 when it comes to residence, taxation and UK pensions, and what steps can you take now to prepare?

Securing residence and existing benefits
UK nationals who are lawfully settled in Portugal before the end of the transition period can lock in a lifetime of citizens’ rights here under the UK/EU Withdrawal Agreement. This protects access to healthcare, social security, education and employment opportunities for as long as you remain resident. 

If you already hold residency papers – whether temporary or permanent residence – you will need to convert these to the new documents (when they become available). Although the Withdrawal Agreement allows up to June 30, 2021 for this, register as soon as possible to protect your position.

Beware that you forfeit these guaranteed rights if you are absent from the country for five consecutive years. Also, there is no onward freedom of movement, so if you want to move to another EU state from 2021, you would have to apply as a non-EU/EEA citizen. 

Anyone arriving in Portugal after December 31, 2020 will be subject to the new residence requirements. While yet to be defined, these are set to be much more stringent than today. 

Taxation after the transition period
Each country sets their tax rules, not the EU, and tax treatment depends on residence, not nationality. Similarly, the UK-Portugal double tax treaty is independent of the EU. As such, Brexit itself has no effect on how Britons are taxed in Portugal. However, some non-EU/EEA assets are currently treated differently, so those with UK assets and investments are more likely to see increased taxation post-Brexit. 

For example, if you sell a home in Portugal to buy a British property once the UK is outside the EU/EEA, you may no longer be eligible for capital gains tax relief.

In any case, the way you structure your assets and wealth can make a significant difference to the way you are taxed. Residents in Portugal can take advantage of highly tax-efficient investment opportunities that may also provide further benefits such as currency and income flexibility and estate planning advantages. 

UK pensions after the transition period
UK nationals settled in the EU before December 31, 2020 can continue to receive yearly cost-of-living increases to their State Pension payments, even if you start claiming your pension after the transition ends.

As things stand, Brexit should not affect how you can withdraw or transfer other UK pensions. However, once the UK government no longer has to abide by EU rules in 2021, they gain more freedom to recoup taxes from expatriate pensions. 

One target could be Qualifying Recognised Overseas Pension Schemes (QROPS). Currently, Portugal residents can transfer to a QROPS tax-free if it is EU/EEA-based, otherwise a 25% ‘overseas transfer charge’ applies. Many expect the UK may extend this to within the EU once it sheds its current obligations. 

Take personalised, UK-regulated advice before taking any action to avoid pension scams and establish the most suitable approach for your personal circumstances and goals. 

Currency considerations 
During recent Brexit uncertainty, the value of sterling has experienced much volatility. While more settled now, like any currency, it is always variable. 

Once you are living in Portugal, it is sensible to hold some savings and investments in euros to minimise exchange rate risk. However, you may also have expenses in the UK or intend to return someday, so want to keep something of value in sterling. Explore investment structures that offer flexibility to hold investments in more than one currency and convert when it suits you. Transferring UK pensions into a suitable QROPS could also provide currency flexibility for your retirement income.

When exploring the best currency and investment mix for you, make sure your investments are well-diversified, tax-efficient and offer the right balance of risk and return for your peace of mind. 

While the transition offers a welcome period of certainty for UK nationals living in Portugal, the clock is ticking to secure your position and take advantage of suitable opportunities. A locally based adviser with cross-border experience is best placed to help you prepare appropriately for the post-Brexit world.

Mid season and Lock downs on COVID-19!

Hello to you all my friends!

First of all i wish that everyone is coping in the best possible way!

We here at the Algarve had the worst Easter holidays in decades, probably only similar to the times of the 1st world war ( on the second, we were neutral and that, saved thousands of lives here).

With that said, it was a huge hit without warning , this covid-19 pandemic.

In the region, the impact has been marginal in cases, and i must say “OBRIGADO” to all our civil , security and militar forces together with the population, that are having an exemplar civic role, most of the time, by solidarity.

That reveals the true Portuguese spirit , brave and humble to help and to discover new solutions/approaches to new uncharted territories.

Even Mr. Johnson, UK Prime Minister gave is blessings to Luís , a Portuguese male nurse that helped Mr. Johnson during is struggle with Covid-19.

So, as the Portuguese Government extended the lock down to May 1, we are still waiting to reopen our Economy to travel and other services.

Here i attach a picture of good forecast to the UK on the middle term , as things normalize in the future.

2020 begins with hot news!

Hello to you all my friends!

As the 31st of January already passed and Brexit is a reality; we here in Portugal also have major changes.

But before in Portugal, In the UK concerning Brexit, the fear of the Sterling loosing an abnormal value, seems a distant reality, in fact , it shows is strong resilience, and if the sailing is well done, probably this bigger shock will be even less in the near future. Even in IMF gives higher growth rate to the UK than the EU, as the link shows:

On the other side, after Brexit, we have seen a new dynamic emerging. The UK cities and Eu Cities are making mutual protocols for easing life for everyone that is affected.

Also another fact is the bilateral deal the the UK-Portugal has since 1373 onward, to support it , and even before; it was in 1147 when the conquest of Lisbon, the British bishop came on Portuguese soil as the first official Act. It will be 1000 years next century. That is something!!!

So , i think, in a personal opinion, Portugal will be a good bet to be without the turmoil of central EU Politics and issues.

Now here in Portugal, the Government every year readjusts the budget and this time, they ended the Fiscal stimulus to the new Retired people to be tax free on their pension income.

Now they will apply a 10% tax but i do not know from witch base of income they will apply it. Anyone interested in knowing deeper this issue, just send me an e-mail that i can clarify it easily.

Also a last and important note: The Gold Visa Scheme is out of Lisbon and Porto for this 2020 . Only available by companies that invest above 500.000 euros and create jobs. Private investment on Real Estate for renting of selling on profit with residency for the Investor is now only available @ the Algarve or other interior regions. Also if needed , send me an e-mail and I clarify this issue.

Bye Bye 2019! Welcome 2020!

Dear friends!

First and foremost , i want to wish to all our followers and friends a happy holiday season full of health and joy!

Its was an intense year here at barros.one. We had a normal summer period and with returning friends ( Thank you, Sylvie) and also some intense traveling to meet new opportunities.

After the end of IATA summer , we had to diversify to meet our goals of 2019 and strategy for 2020 . From the warmth of the Norwegian people , passing through WTM 2019 and finishing @ Moscow ; this November and December were very rewarding with lots of new contacts and meetings abroad.

In 2020 we are also prepared to make the best to mitigate Brexit here @ the Algarve… it shouldn't be difficult since the UK and Portugal have more centuries of bilateral deals together and service will be probably even better after the processes are concluded.

That means that here @ barros.one we will continue to dedicate our best knowledge to deliver the best value for your time spent here @ Portugal.
